Sometimes it just comes down to a card being "un-fun." For example, if a card actually forces the opponent to completely skip their turn, or otherwise stops them from playing, the card might be banned for sucking the joy out of playing a card game

Whenever you cast a noncreature spell with mana value 3 or greater, Y'shtola deals 2 damage to each opponent and you gain 2 life.
