Sixteen mana is a lot to pay even for a 9/9 flyer, but the rub on Draco is that you actually need not cast this for 16 mana
In applicable matchups, this is a strictly better Mana Leak, making it easy to win counterwars or delay your opponents trying to set up some powerful play
